The fed should take all the money they're wasting on the "war on drugs" and put it into a war on illegally acquired weapons. You downgrade the armaments for the thugs and criminals, then civilians don't think they need to arm themselves with weapons that result in high collateral damage.

20,000 plus gun laws now. And you want to add another because of an unfortunate incident. More people commit suicide with guns than kill others with guns in the US.
Look up how many guns are registered in the US. If you had to evaluate everyone for their right to purchase, Health care costs would go up even more.
I don't think it would be too big of a deal to require everyone who wants to purchase a gun to be required to have a mental health screening. It is quite possible that we could identify some of the deranged people purchasing guns and reduce the possibility of what happened in Colorado from happening again.
And we should require a photo ID for anyone wanting to vote. Mental health screening does not detect pcychomaths or mass murderers so it would be a waste of time and money, buy photo IDs will help ID those who cann vote legally and those who can't and will prevent the dead from voting.
If a mental health screening test was required to have a gun, there would be alot less law enforcement people carrying a badge and a gun.
