He deserved to be stopped and questioned. When it was realized that it was a toy gun and he was just out jogging they should have moved on. Instead they blew this way out of proportion.
I'm just guessing this guy was a) on drugs b) mentally ill or c) involved in a prank, maybe lost a bet.
"AR-15 training rifle" is very poor terminology. The reader has to guess at exactly what it means. Better to just say it's an Airsoft 'gun.' In fact a brief description of what an Airsoft would be in order since it's a major facet of this story. Execrable reporting.
I'm don't think I want cops to just ignore a 23 year old running down the street in body armor with a toy gun. If nothing else I'd like to make sure the guy is ok and not psychotic or anything.

And the state where they send out legal summons with blanks and missing info... oddly at the bottom s of these papers it says not legal with any missing blank spaces..

If the police let him keep running, he would have been shot dead by a citizen justifiably protecting his neighborhood.
