Please explain who their duties and statements derive from, ie. who is their employer?
Could an Embassy release a statement in Declaration of War for the Sovereign it represents?

I was pointing that out as well. But the Obama pundits do not want to deal with this.
They aren't even acknowledging the Cairo attack. All the focus is on Libya.
Should the focus not be on Libya where people actually lost their lives?
Doesn't matter what the 'pundits' are focusing on, Mr. Romney focused on the 'apology' enough for everybody.
You need to get your facts straight...The Romney campaign attacked the Cairo embassy statement that was issued following attacks on that embassy, and before news emerged of the attack on the Libyan embassy and the killing of Ambassador Chris Stevens.
Below is the statement Romney is attributing to Obama...Mitt is a low life bottom feeding liar...
"The Embassy of the United States in Cairo condemns the continuing efforts by misguided individuals to hurt the religious feelings of Muslims – as we condemn efforts to offend believers of all religions," the embassy said in the statement, which was published online.
Here is the pertinent part of Obama's statement...
"The United States condemns in the strongest terms this outrageous and shocking attack," the president said. He said the US is working with the Libyan government to bring the attackers to justice.
"Make no mistake, justice will be done," Obama said.
Romney just proved why he should never be President. He takes the death of a US Ambassador to advance his own personal agenda, and undermines the US government in the process.
I would be so ashamed to have this man represent our country to the world.
Romney defended our freedoms right from the start. He didn't apologize for hurting their feelings. He didn't condemn any US citizen for religious intolerance.
He didn't flip flop between the two incidents.
Religious tolerance for only the chosen few, is that it?
Wondering if Mr. Romney is actually willing to stand up for our Constitution. Right now it sure doesn't sound like it.
Welcoming all conspiracy theories regarding the American Embassy attack in Libya
I'm NOT supporting any theories as I have not yet done enough investigation, but since you are welcoming all conspiracy theories, here is a take from Conspiracy Cafe which calls it a "false flag operation":

Ok. I'm not going to argue this point, just want reactions. Romneys statement last night accusing the Obama administration of apologizing to the attackers was repeated today. Do you think this is his way of appeasing the Rep. pundits who say he's not being tough enough? Do you think it was appropriate? Do you think it was a mistake?
Did Romney jump the gun and create his "McCain Moment"
Many will begin to draw parallels with Senator (Candidate) McCain's moment when he considered suspending his campaign, jumping the gun during the financial crisis.
Has Romney created a similar parallel for himself? Will he been seen as impulsive on National Security and Foreign Policy when the stress of events outside our borders demand US calm and attention to detail?
Mr. Romney should have kept his mouth shut, period, end-of-story.
A statement of sympathy might have been more appropriate, but choosing to use a tragedy as political fodder is insensitive and crass. It's obvious that Romney's only foreign policy experience was the Olympic Games.
