Foreign Aid is like a Carrot & Sticks approach to get other nations to do things that are in our best interest not theirs. I liken it to prostitution basically. "We will pay you to what we want you to do"! How many despots and dictators has America supported throughtout the decades? I can name a few.
Batista in Cuba, Duvalier in Haiti or Noriega in Panama or Saddam in Iraq.
Then we Americans wonder why did 9/11 happen? Why are there terrorists attacks against us? Stop messing in other country's business. We can't save the world.

Yes, unless in exceptional circumstances (e.g. the tsunami, the Haiti earthquake) and then it ought to be administered through the UN.

It should not be used to bribe foreign leaders to act in our elites' interests rather than their own country's.

I agree, I would also be for allowing programs that give young Americans job skills like the peace corps, but that is it.

Humanitarian foreign aid is completely different. Americans are very generous when disasters like you have mentioned occur.

Keep in America with all our problems we need it to be spent on America's numerous problems.Unfornately ,we don't get a vote and ,America's politicans have yet to get it through their heads .

It's always entertaining when this question comes up.

One little hint: when people are surveyed about whether we should cut foreign aid, and how much of a share of the budget it should consume, they generally say that foreign aid should be cut way down, all the way down to the point where it is only double or triple its actual share of the budget.
