Only because of the Republican controlled Congress. It is Congress that sets the national agenda, not Presidents. It is Congress that funds the federal government, not Presidents. It is Congress that declares wars, enacts laws, and raises or lowers taxes, not Presidents.
Presidents are subject to the domestic agenda of Congress. Presidents are the Chief Executive, our most senior Diplomat, and the Commander-In-Chief of our military.
Congress controlled Clinton, just as Congress controls Obama, and Bush before him. Take a look at the legislation enacted by Congress with a veto-proof majority, which no President would be stupid enough to veto. More recently, take a look at the votes Congress gave Obama's latest budget proposal. Not a single Republican OR Democrat gave it a single vote, not one!
I can also assure you that when Congress gets around to enacting another Continuing Resolution to continue the $1.5 trillion annual deficit, it will be passed with a veto-proof majority. Thus forcing Obama to accept whatever Congress dictates.

Obama is a much more decent individual -- I'm sure that he's not lurking around preying on the young interns. Clinton was an out-of-control sexual predator. A mouth breather, a complete buffoon. Obama is more comparable to Jimmy Carter, decent enough as an individual but too socialist.
Clinton also knew full well that NAFTA would destroy the livelihoods of millions of Americans. And he was pathetic enough to bomb a country just to keep the Monica story off the front pages.
Except Jimmy Carter never lied to the American people...can the same be said for Obama?
Obama has had much bigger issues to deal with than Clinton ever did. By the end of his second term, I predict Obama will have about the same status as Clinton.

Obama has certainly not accomplished as much as Clinton, but Clinton had 8 years and Obama has had only four so far. The political environment has also changed a lot since Clinton left office, and not for the better. I thought partisanship was bad when Clinton was in office. Reading threads on this forum demonstrates that if the country's mood is anything like this, it's much worse. Plus, the Congress Obama is dealing with is the worst EVER.

Clinton GAVE AWAY to China through Loral missile (rocket technology when they were blowing up on the launch pads) and missile guidance technology when China had none that worked. So it was Bill Clinton who gave China the ability to hit any city in the USA and elsewhere with a nuclear bomb whereas before the most they could do is get lucky and maybe lob something into the most northern part of Alaska.
