Reading the link, it looks like the total is only $200k, with grants up to $50 per award.
And while they grants would be used in China, they may be awarded to US applicants.
Now, whether the state dept needs to be spending money for cultural exchange at all may be debatable. I'm sure the PRC gov't would rather apply it to the principal on our debt.
