However, it's one that would not have been needed if the Senate, and the House as well, wouldn't use parliamentary foolishness like pro-forma sessions. Either they are in session, or they aren't. Having someone com-in once every couple of days to bang a gavel to you can remain "in-session" isn't doing the people's business. It's an obstructionary move designed so you won't do your job and confirm appointees.
