Its saying you can do whatever you want for personal use, but like most private property, the NRA can't use it in a gun add without permission.
This is not private property, it belongs to no one. It's a gift to the world from the American people is the best way to describe it. They can't state what they have in that disclaimer. As far as the NRA using it for political commentary, depends on how they used it.
The WH released the pic with specific statements on what it can be used for and what can and cannot be done to it.

Taxpayers funded the pictures. Taxpayers own the pictures. The White House can say what it wants about not altering the pictures, but there is NO COPYRIGHT on government documents. Just like there is no such thing as plagiarizing within the government. Not only is it allowed, it is ADVOCATED for. No one expects anyone to reinvent the wheel for the purposes of copyright. A photographic medium is no different.
