In the context of where he said, and possibly how he said it, I don't see anything wrong with it. Maybe he was doing it to be encouraging and empowering to his audience.

Why would this anger conservatives?

I figured it would anger the liberal "we are all the same" brigade, who would be disgusted at Foxx's racism.

I have no issue with what he said, but I think he's wrong. We already know who built western civilization, Europeans, and they are hands down the most talented race ever to walk this earth.
