He's referring to the 4.9 EQ that's just been picked up:

I seriously doubt they completed their nuke test. I would expect AT LEAST a 5 or 6 mag.

Seismic activity reported in area of previous North Korea nuclear tests - CNN.com
Earthquake near the location of their last 2 test.
