The health insurance companies are already cut to the bone, with 0bamaCare regulations mandating their profit levels. They cannot absorb $9-$14 billion in IRS tax fees, and survive, so they will pass those costs to their customers.

Because the GAO scored 10-year cost was front and center in the political debate over the bill while the details, well, "we can read the bill after we pass it"
