GWBush was handed a budget surplus, and he threw it away immediately. GWBush had budget deficits every year after he cut taxes.
GWBush could have used that tax revenue to do all sorts of things, but instead he chose to cut taxes, invade Iraq, invade Afghanistan, and enact Medicare part D, all the while sitting on the worst economic downturn since the depression.
This is the reality of the situation that President Obama inherited.
The budget deficits are shrinking, the economy is slowly improving, job growth is slowly improving.
