A) Harry Reid's (D) name being on the bill has nothing to do with the Monsanto rider, nor does Richard Shelby's (R). They didn't write the Monsanto rider.
Apathy my friend. The majority of Americans just don't care and Congress knows it all too well.
Congress serves those who can serve them best with campaign contributions and a future position in their company and special consideration for family members.

Not having anything to do with it hasn't stopped the BDS folks from blaming Bush on any and every issue. It will happen here at some point. You will probably lead the charge.
Does it bother me that Obama signed this? Yes. Yes it does. I'm not really a "liberal" nor an "Obama voter", but I do have high expectations for the man.
But look at who pushed the damned thing -- a Missouri Republican. This makes Democrats look inept, sure, but it makes Republicans look evil.
I'm not saying you had any credibility to begin with, don't get me wrong -- but you're squarely in negative territory if you think the blame lies solely on the president.
