The actions that you describe are illegal everywhere. What Planned Parenthood said was:
"Planned Parenthood condemns any physician who does not follow the law or endangers a woman's or a child's health, but we don't believe that politicians should be the ones who decide what constitutes the best, medically appropriate treatment in any given situation,"

It's interesting how it's a life if it dies in an accident and a growth if the mother wants it killed. It's one or the other.
Life is the one irreplacable thing in the universe. It is a precious gift. Why anyone thinks they have the right to take it from anyone else, no matter how small, is beyond me. I wonder what the odds are of a particular person coming into being. I'm guessing it's winning the lotto. To then have someone steal that from you because they just don't want you around???? That is seriously wrong.
The only person who has the right to decide if a life is worth living is the person to whom the life belongs. None of us has the right to kill another person no matter how small and helpless. What kind of monsters are we that we think we have the right to do this?

Depending on the age of the fetus, the woman's view, governing laws, and intent.
You don't get to decide definitions for society -- the law does and fetuses are not citizens either.
