I don't know how military law works - was he considered a soldier during his Presidency? If so, then maybe you should write to the military and request he be treated as one.

The same partisanship behind such nonsense is also responsible for people on the left asserting that the charges against Clinton are not proven, and that he should be considered innocent until proven guilty. Ditto to all the Republicans who continuously show partisan bias... the rhetoric is stupid and divisive, no matter which side it is coming from IMO.

It's called public urination or indecent exposure and will require you register as a sex offender. The catch 22 is somebody has to catch you in order to punish you. Some states are reviewing that piece of legislation and considering excluding it.
So you're saying it's a federal law? Do you have a cite? I still find it hard to believe such a things, ESPECIALLY a federal law. State statutes seem to have very specific criteria which have to be met before someone is classified as a sex offender.
Public urination is not a SEX crime. Again, do you have a cite for such law? Are you sure this is a federal statute? We don't seem to have such a law in Florida which determines if you're peeing in the bushes, along side a highway, but out of sight, that you're a "sex offender." Now, if it's public urination in on the sidewalk in front of a bunch of school children, I can see where that circumstance could and would very well land you in a LOT of trouble.

Some libs may some dumb things sometimes, but rarely is it rhetoric. Most of the dumb things that some conservatives say is straight up rhetoric though.
