The limits under the 1st only happen when you say something damaging. There is an action and a harm portion of it. Yell "FIRE" in a crowd and you have at minimum, disturbed the peace (assuming it was a peaceful gathering). If the ensuing stampede causes harm to a person, then the person yelling is held responsible either civilly, criminally or both. Same goes with slander.

The mere existence of a gun or magazine should not make a person a criminal.

What are the limits to the 4th you speak of?

Not much of an arguement. Laws against murder don't infringe on the rights of those who have no intention of committing murder. As such, they are no punishment or restriction on innocent people. Should be also ban cars for everyone because some might break drunk driving laws and end up killing someone?
