Why is Obama in Mexico discussing our immigration policies? (border, Jesus, economy)

Doesnt make any sense to me why you would go to another nation, and then justify our immigration policies and suggest that we need to allow more immigrants when we cant even financially support our own.

He said that we need to reform our immigration policies to stop breaking families apart sending them back to Mexico, and that we are losing out on a lot of talent by not bringing more here.
