The poll found that overall, only 24 percent of voters approve of the job congressional Republicans are doing, compared with 67 percent who disapprove. That's down from a 25-68 approval split in May.
I doubt it. I think that the really selfish Republicans have so much money that they can spend so much of it to overcome the fact that their preferred leaders are hated so much.
Beyond that, there is always the hope that the self-centered greed-mongers will falter, as the religious reactionaries seem to have, and after a forty year hiatus moderates will regain control of the Republican Party.

I don't see that happening. And if it doesn't happen soon then 2016 will be another wash for a Repub chance at the WH. There's less then 3 years left for someone to emerge and get the public eye.

Just remember that conservatives were crying that the new healthcare law was hurting Medicare, and remember that conservatives states were arguing against the federal government taking away medicaid funding because doing so would be coercive to those conservative states that choose not to expand medicaid, if conservatives hated medicaid they would have been salivating at the opportunity to get rid of it, but instead like I wrote present day conservatives defend liberal policies of the past.
This is the political fate of conservatives. This means ultimately their voters won't be satisfied with conservative elected officials because ultimately what conservatives voters want is to turn back time to a different America demographically.

The state level vs the national level are two distinct games and each have their own philosophies.

The issue is at the national level really.
The conservative party at the state level has the exact same policies as the conservatives in Congress. The same cut taxes for rich people, pro gun nut, anti-homosexual marriage, anti-immigration, anti- Sharia law, anti- fake war on christmas, and anti-choice. This is the conservative legislative agenda at the state and federal level.
And that agenda is not really all that popular.
