Believe it or not, more Blacks want to go to so-called "regular" schools rather than HBCUs. There was a time when most Blacks didn't have much of a choice. Now Blacks have a choice. Blaming all of this on President Obama, in my judgement, shows how little people know about HBCUs.

Did you read the article? HBCUs are losing a significant portion of their revenue due to tightening lending standards. Since Blacks on average have worse credit than Whites parents seeking loans for their kids are increasingly denied.
HBCUs need to become more dynamic in order to compete. If you're a talented black student most likely you're going to have attractive offers from non-HBCUs. Going forward HBCU are going to have to show how they add value or they will die. They can no longer rely on nostalgia.

Not allowing people to take on debt they can't afford is prudent. Why that makes Obama the bad guy according to your OP goes over my head.
