First, I'm pretty sure we already have topless sunbathing. I see shirtless guys all over the place.
That being said, I think that if we are going to continue to allow it, it should be decreed that every guy must look like this before he takes his shirt off:

Never really thought much about it and I don't think many have. If someone wants to go topless, so be it, I think the majority would prefer to have something on top, but what do I know?? There are a lot more issues to be concerned with than who shows their boobs in this country right now.
Yep, which is why we should immediately legalize making it legal for women to be topless anywhere that men are legally able to be topless and be permanently done with this issue afterwards.
I was at a nude beach in the Carribean. Almost none of the people going nude where anyone you would want to see nude. I was sitting at a beach bar and this little old German man, all shriveled and naked, sat on the stool next to me. When he sat down, his "package" made a wet slapping sound.
I promptly paid for my drink and went back to the cruise ship.

Given that practically everyone has a gazillion-pixel camera in the phone anymore and the ability to instantly upload pics to the internet immediately via 3/4G, I doubt female topless sunbathing will ever be common in the US. It's one thing to be comfortable baring your breasts for a short time around other patrons at a beach. Its another to be comfortable with the idea your topless photo is likely to be posted somewhere on the web where it will remain in perpetuity.
