When such a bullet "mushrooms' in flesh, it acts like a parachute, slowing the bullet down drastically and reducing the amount of penetration that would have been achieved with a non-expanding bullet. jhp's are chosen by police and civilians as a way to increase the likelihood of not having to fire many shots to stop an attacker. This is far from being a guaranteed thing, but it does increase the odds in the favor of the shooter. If, that is, he gets good hits.
