Pregnant women without insurance typically enroll in their state Medicaid program. 40% of all births in the U.S. are paid for by Medicaid. Mothers are covered for the 60 days post partum, too.
Newborns and children are enrolled in Medicaid and CHIPS. 43 million children are enrolled in these programs, including half of those on low incomes.

If a person does not want insurance, why should I be concerned if they do not secure health care insurance till the last minute. the child will recieve any medical treatment it needs, let the parents pay out of pocket or owe the hospital.

Prisoner medical care has been paid for at the county and state level, unless it's a federal prison. States woke up and realized that by enrolling prisoners into Medicaid for insurance purposes will allow them to obtain federal funds to pay for it.

He suggests researching "qualifying event" plus "special enrollment period" but I didn't find that helpful as it turned up a ton of stuff about COBRA.
Someone else suggested that some drone (not knowledgeable about insurance) may have copied the rules for adult policies and pasted them into the rules for child-only policies.
Well you could release them for work so that they can earn the money to pay for their care.

Back when, in my early 20's, a group of us would meet each week for pizza. One of our recurring topics was, our retirement. We assumed there would be no funding for Social Security or Medicare and that the stock market would eat our savings. So we would contrive crimes we would commit to get convicted and receive 3 meals and a cot and unlimited medical. As the wine flowed, our crimes got more creative, or so we thought, at the time.
