Often times I read the local news, which offers readers commentaries, and people are often condemning the black community for tolerating crime and actually blames the community in part, for the crime. Thus, this made me think.....why did whites allow the mafia to operate for so long and why was not the average white person willing to testify against mafia members?

Same reason minorities don't snitch on their gangs, fear. Time immortal story, the damage to a community comes not from people doing bad things, but from good people allowing it to continue. Tolerance can have an ugly side.
Many mafia families in NYC including the Gambino family under Gotti's control gave generously to many in need as a way to build goodwill with people outside organized crime.
Where the local government did nothing concerning the welfare of certain populations the mafia did much and did it for decades.
I'm sure many have seen the outward expressions of joy and celebration by the hordes of people when Gotti beat numerous charges against him. In the neighborhood surrounding the Ravenite Social Club which was Gambino headquarters when Gotti was in control they lit off commercial grade fireworks and gave away copious amounts of cash and food.
Mafia families buying loyalty from everyday citizens worked extremely well and resulted in little to no reporting of what the mafia families were doing.
If someone did report something many corrupt employees in the police departments would tip off their mafia contacts as to who it was that snitched and the problem was "" eliminated "".
