Funerals are not in front of city hall, they are in funeral homes and cemeteries. People don't have business to attend to in funeral homes and cemeteries. People do have business to attend to in city hall.
If you can't see the difference between having a funeral in the proper location (where unsuspecting people are going about their business), and having a body exposed on the sidewalk in front of city hall, you need to learn some common sense.
Also, people going to a funeral are expecting a body to be there, people going to get a marriage license, or business license don't expect to see a dead fetus.

Like I said, You need to learn some common sense, if people holding an auction in a private location get you all up in arms, but a fetus on display in front of city hall only gets "no one had to look".
Maybe you should worry about those who are complaining about a private auction, and tell them they didn't have to look.

A person would have to be absolutely nuts to find no fault in having a freakin' funeral at City Hall. Seriously, does logic just fly out the window?
