Why do you think govt is the only one that can regulate themselves? Why have govt do the overseeing? Why not a third party?
Live viruses vs dead viruses are something of a misconception. Technically, a live attenuated virus is a virus that has been created in a lab that has had all the "fight" or virulence, taken out of it.
