If you have never heard of this the acronym is ICLEI and we don't want it here in the USA though it already has a foothold in most communities. Our own POTUS is a big supporter.

The world is on fire and we know how to extinguish the flames. But it will cost a lot of money to accomplish it. We will be taking a lot of money out of your pocket. While we are pulling the biggest scam in world history, don't be concerned about the big salaries we pay ourselves, the office buildings we will need to purchase or the fleet of Mercedes-Benz we will purchase and the well compensated chauffeurs to drive us around. There are very high administrative costs with a big scam. We will need even more money to spend. We have no problem with spending other peoples money and we will do it better than the U.S. Government.

Ah yes..Agenda 21 only wants happy, healthy, green cities.
But that comes at a price.
The wealthy will have their little enclaves of green, smart, healthy cities and the rest will be driven out of town.

It has a website and a published book. So hardly a conspiracy theory. Also, non-binding is irrelevant. It is part of Best Practices used in all local planning.
As stated it is "An Agenda for the 21st Century."
Also the "growing smart" legislative manual that came out of the Clinton EO contains model statutes for local municipalities to use.
The reason no one was really aware of it was because it was coming in the back door administratively. Through PPP/NGO's. As to issues, they vary by locality. You are white washing an issue. People have a right to have say-so over what happens locally and where their tax dollars are going.
