OP had to tie the tragedy of a woman and child being attacked by a dog to his political agenda, thus the confusion.

50 years ago the police would have shot the dog any maybe the owner too the papers would have lauded them as heroes.
now the mother with the baby must fight the dog hand to hand while hoards of pit bull advocates post on CDF about this vicious woman attacking a pit bull with little or no provacation and what legal steps should be taken to have her incarcerated.

But the other thing that occurred to me was... if the mother had had a handgun in her pruse, her daughter probably wouldn't be nearly as torn up now, as she is.
Yes, because when the pit bull started chewing on her and her daughter, she would have had the time and presence of mind to go to wherever her purse happened to be (in the room or another room of the house), rummage around between the lipstick and the tampons, find the gun, switch the safety off, come back to the scene, aim, and kill the attacking dog and yet manage not to put a bullet in her kid by accident (note: rabid attacking dog does not stand still for your aiming convenience).

Adrenaline causes you to become very focused. It's a built in mechanism for our protection.
Mother should be charged with child endangerment. I would never dog sit a pit bull with my young child. Hell we used to have a pot bellied pig who we let roam the house but after our kids were born he was delegated to the backyard. I don't want him stepping on my baby.
I just carry pepper spray for potential animal attacks, its the strong kind that can ward off a bear.
I would love to see you "ward" off a bear with spay.
Men have been attacked by bear after the bear was shot.
When a bear is shot one of the first things a hunter does is get a stick in it's mouth.
