VA funding was increased 78 percent since 2008. The VA scandal has nothing to do with lack of funds and everything to do with an incompetent executive, corrupt career bureaucrats, and mindless partisan hacks who want to change or deflect from the real problem.

If medical care is not timely due to lack of doctors and providers, would not funding pay salaries for more doctors and healthcare providers?

No...Dems attached waaayyyy too much pork to the bill. It needed to be cleaned up before passing and Dems don't want to kick out their pet projects.
IMHO, no bill should even be considered that has anything within same that is not critical to the purpose of that bill. Each bill should stand alone, have a sunset date where it has to be reconsidered regardless of its purpose and never have any outside pork or other crap attached. That's the only way we are ever going to clean up the mess in Washington, D.C.

Seems to me that it was the GOP that wanted to add unrelated pork to the bill. They wanted cut the amount dedicated to the troops and add Iran sanctions to it - as per FOX News.

This part of the bill (in particular) would have been pretty useful considering the backlog that was taking place:
"...The VA would have been given more tools to eat into its backlog of 390,000 benefit claims awaiting action for more than 125 days. ..."
You mean the democratic shut down because they would not delay Obamacare. And after refusing to delay it then our dear leader delayed it which is illegal . So Obama did not want a legal delay he wanted todo it himself

Yeah, it cracks me up how wingnut posters here are trying to avoid responsibility for the shutdown when the very GOP guy who ENGINEERED it is CROWING ABOUT IT.
It's pretty obvious to me that neither side cares enough to put their petty politics and graft to the side.
The government will NOT take care of you. Funding citizen programs is at the bottom of their list.
And they will commit fraud and deceit to cover up even with our oversight committees.
