Amazes me that there is no legitimate international committee to ensure basic human rights. I guess you might say the UN falls under this category, but lets be real. The UN is a complete joke.
I am talking about one with the means to act on the human rights violations ie make it stop and bring justice to the perpetrators.
How would they even enforce the rules? Most of the human rights violations are by governments. To stop them, you would have to engage in war against them.

Precisely.
You engage them with a the combined resources of the members / countries of said group.
After a few of these, governments would know the game has changed. The international community will not turn a blind eye and they will answer for their crimes.
People do things because they know they can get away with it.
An International Court is different from a International Security / Police Force.
The UN and EUFOR carry out peacekeeping work and special forces under the guise of a UN Operation captured War Criminals wanted for Genocide in the Balkans before transferring them to the International Criminal Court at the Hague.
In terms of International Police, different countries have different laws, however police intelligence and information is shared through international police agencies such as Interpol (HQ Lyon in France) and Europol which like the International Court has it's HQ in the Hague (Netherlands).

The UN is a joke. They are not very proactive and pick and choose what they want to get involved with.
Interpol is not what I am talking about either. It is quite limited. They do not attempt to take down Government heads of State.

The UN actually carries out a good deal of peacekeeping in places such as the Balkans and Africa, it just not well known. It should also be known that the US Coalition forces have a UN Mandate to be in Afghanistan.
International policing is through consent and shared intelligence, and does not involve some international force going in to countries and arresting people. This is simply not going to happen.
