Dunno. Has congress passed the repeal? They can certainly do that and present it to the President for his signature. I'm pretty sure thats how these things work.
Not with this executive order president.

No. 1: Don't' "invite" them, as Obama did (he said if they came, they would not be turned back).
No. 2: Build the damn border fence that was supposed to have been built years ago.
No. 3: Use the National Guard to patrol the border (as has been suggested by many).
No. 4: Make Mexican border towns off limits to our military. Those towns depend on that money. Starve them.
No. 5: Refuse trade with Mexico. No more Mexican produce. If we can't do that, refuse to buy Mexican produce.
No. 6: End all US aid to any Central American country (or Mexico) until they end human trafficking.

I'm sure there are other things that can be done as well.

Why are the protestors xenophobes?
I will be attending a protest on Saturday. I am married to a legal immigrant who is also brown skinned. Maybe people are sick of our Fed failing to do their jobs.
Mandatory E-Verify with teeth in them would go far. After the first few employers get hammered you would see a change in employment practices. What will never work is rewarding the criminals for their crimes as s.744 would do.
What draws mice to your home? Remove the bait and mice will look elsewhere. Obama and company with words of encouragement and creating a path for citizenship for criminals are the pied pipers behind this mess.
The protestors aren't the problem. The illegals and Obama are the problem.
Employment of undocumented workers is nearly a 100 year old practice with a time out for the Great Depression, when US people were willing to do the work to survive.

There is no fence high enough or troops deep enough to prevent illegal crossings so long as US business experiences no meaningful consequences for hiring undocumented workers.

Governor Rick Perry can't wait to take credit for a massive job creation initiative in his state so long as it's on the fed dime. Do you hear him demanding serious consequences for those Texas employers who employ undocumented workers? He cannot be bothered to make e-verify state law.

His first attempt at reform/amnesty did not happen as he planned. He vowed to try again and he did in his second term. Despite strong bipartisan support, there were not enough votes.

He also knew he needed the senior vote and signing the unfunded Medicare Part D into law allowed him to capture the senior vote.
It's all Bush's fault!

how does the OP agreeing that " we dont let 10s of 1000s cross the border illegally in the first place " equate to " would rather have illegals swamping the United States"?

The old it has always been that way excuse. Well the only problem with that excuse is this surge happened on Obama's watch after he made a South America tour and after he started advocating the path to citizenship.
He had the super majority and did nothing about immigration. He has cooked the books to make it look like he has deported more illegals. He hasn't done his job. His own Aunt and Uncle got free passes for crimes that land citizens in jail and legal immigrants deported. What has Obama done? GWB, Clinton, Bush Senior and Reagan aren't the POTUS. Obama is.
I am for dropping the hammer on the employers. The bigger the hammer the better. S.744 the bill Obama raves about does little by way of enforcement. It in fact delays mandatory E-Verify for 5 years and does not include current employees.
Perry may take credit, but this is not unique to Perry. Obama has taken it to a whole new level of taking credit for other peoples work and blaming others for his failures.
