How can one get water on a continual basis without a permanent residence? Most shelters have time limits. It can be done for a certain period...perhaps...but not having a residence disqualifies you from being able to collect/have water serviced in a certain area.

Trespassing is illegal. Loitering is illegal. Being homeless is illegal.

Nobody charges for it. I think city water is like $4 for 1000 gallons.

Marijuana poses more risks than many realize
Sure, smoking marijuana carries risks, but the argument for its legalization does not rest purely on its capacity to shorten one's lifespan or affect the quality of life; if that were the case, junk food and driving would be illegal way before marijuana.

Rather the argument for legalizing marijuana rests on whether, on the balance, prohibition has a greater social cost than legality.

Prohibition ruins more lives than all of the negative effects caused by the assertions in your links combined.

That wasn't the argument I was responding to. I was specifically responding to Lovehiscountry who said this:
"The goal is to allow adults to put something in their body that is relatively harmless......."
