How can one get water on a continual basis without a permanent residence? Most shelters have time limits. It can be done for a certain period...perhaps...but not having a residence disqualifies you from being able to collect/have water serviced in a certain area.
Trespassing is illegal. Loitering is illegal. Being homeless is illegal.
