Members can get together and put together whatever resolutions they want, even if they know they are never going to go anywhere. Gives them something to go back to their constituents with: "Hey, see what I was trying to do?" The future Speaker of the House had made it clear any such resolutions were never going anywhere. And, in fact, they never went anywhere. Understand now?
