I think he believes in his world view and that's what motivates his decisions and actions.

I am told that all president's lie. Does this go for vice presidents also? So lying really isn't defensible and justified?

Cheney doesn't need to be concerned about lies vs truth. After all, he's preaching to his choir, who still see him as some sort of hero. They'll uncritically swallow his lies whole, then log on here and repeat them as though they're gospel.

So lies are indeed wrong and should be condemned?

It's called unmitigated hubris. I honestly do think he believes his own hype about what a great statesman he is. He was, and is, always right in his own mind. He will go to his grave believing it.

Unfortunately for him, history will not be so kind.

It's hard for most people to own up to mistakes. Invading Iraq based on false premises was a pretty huge one with people, including those from the administration involved in the Gulf War, predicting that we'd see the kind of mess we're seeing now. He definitely doesn't own up to much of it, but the mistakes are of the magnitude that it would be hard for him to do so.
