Wrong. I asked this question because if Blacks are applying & getting passed over by less or equally qualified White officers there may be an issue to be addressed. However, many times there simply are no qualified Black applicants. Here in St Paul, the Black community constantly bemoans the lack of Black teachers. Guess what...the local schools would LOVE to hire Black teachers, but there simply aren't many applying. I used to manage a company in my neighborhood which is highly diverse. When negotiating a contract with a local Black leader he wanted to know how many Blacks I employed. I told the truth 2 out of 23. One of which is a Manager. He got mad & demanded to know why there weren't more Blacks? I told him, I have never once received an application from a Black person in response to the job ads I placed. The two Blacks we did have were a friend of mine & a friend of another employee. You can't hire people if they don't apply.
You can always alter your applicant pool, if you want to. You may have to find them in another town or at a historically black college, etc. Lots of ways to do that.
I'm quite sure they know that. They've probably attended multiple seminars on the subject. They just didn't want to do it or didn't make it a priority.
