There is very little ethnic tension amongst those 92% of Hans. That's about one billion people. I am pretty sure there is very little ethnic tension among those white Russians.
Phoenix only has 6.6% black. What are you trying to say?

Western and some southern cities in which minorities are better integrated into the community - i.e. diverse - have far fewer problems than cities in the east where segregation by race and warehousing of poor minorities is still common.

No, there's ethnic dispute among different Russian ethnic groups. You're of the impression that Europe has never experienced ethnic tension. Read European history.
The USA is the most diverse and one of the most stable countries in the world.
Not at all, our neighbors to the north are more diverse.
