thinks that if any of them are abusing drugs or alcohol, they need to stay on the streets, end of story.
I know if I was running a shelter, to try to help them out, but if it became plagued with drugs and booze, mostly since it people just sneaked it in, I wouldn't think anything about closing it down on the spot.
Sadly, it seems to me, that that's why so many people, even if it's not most, are against homeless shelters, especially for men, in their neighborhoods. Heard of too many stories of needles and booze bottles being left around places, where these shelters or assistance centers exist. If there was some way, to guarantee, that they would be drug and alcohol free, I don't think any one would take issue with any homeless shelter or assistance.
Is there any realistic way to do a drug test, with results on the spot, as a condition of entry?
Asking, since I believe in the Christian principle that Jesus said (if you do good to those who are most vulnerable, you do on to me as well), but, I positively draw the line if they are drug users or boozers who have no interest in stopping.

TB is now a big issue in homeless shelters.
Many require them to show their "card" which shows they tested negative for TB within the past year.
HIV is another biggie that they are requiring testing for.

Seattle has done this. The last update I found, 2012, claims it's working...and that is allowing the residents to continue drinking. Here's what I found, starting from 2009 to the latest 2012 update. Who knows, I no longer live in Seattle, so I don't know how much of this is accurate...but it's worth a read nonetheless:

I volunteer for several homeless agencies in my town and none of them allow drugs or alcohol. They don't test, but if someone appears to be under the influence or starts trouble, they are kicked out.

Send them to work camps. Make them earn a roof over their heads.

No one has a right to someone else's money i.e.taxpayer funded housing and those who run private shelters can put any conditions they want on occupancy.

Make drugs legal, just as alcohol is, and use the billions of dollars saved to provide rehab and rehabilitation programs.

If we really care about the problem, we've certainly gone about it the wrong way to this point!

I read that, I think in Utah, they were simply going to provide permanent housing and social services to the homeless. No requirements.

The idea being, these people will cost money left alone. With emergency hospital visits, and crime, housing them in prison, homeless people will cost money.

Better to spend that money so that they aren't causing problems, and have a really good chance of getting better.

Seriously. What doesn't cost billions? It'll be billions well spent helping people get off the street. Drug users, disenfranchised minorities, veterans, people who have fallen on hard times.

Oh but no that would cost money. And America can't afford to spend money helping regular people. We gotta help the rich. They need it. They need tax subsidies for the money that they don't hide in other countries. That and war. For more veterans we can ignore when they come back.
