A bipartisan bill went to the house in June 2013, where did it go.

The Democrats in the Senate blocked more bills than the Republicans in the House...but you can't mention it or will expose Barack the Emperor Obama's lies and distortions on the subject.
The bill seemed like it had support from both parties, why did the house not bring to the floor for vote.
The same reason that Harry Reid has blocked more bills than Boehner - people are more loyal to political parties than what is good for the country. Look at the people that still approve of Obama.
Most House Republicans wanted increased border security confirmed first. Democrats are not interested in that.
Pelosi failed to read the bill so couldn't pull together support to get anyone interested in it.
