The right to join with fellow citizens in protest or peaceful assembly is critical to a functioning democracy. But it is also unfortunately true that governments and police can violate this right – through the use of mass arrests, illegal use of force, criminalization of protest, and other means intended to thwart free public expression.
I do not disagree that they won't try.

All these so-called peaceful assemblies are doing is pissing people off. Clearly, the best way to get people to listen to you and agree with you is to annoy and/or inconvenience the hell out of them.
You do not have to apply for permit's to protest. It's amazing to me that so many think they must ask the government whether they are allowed to exercise their first amendment rights. It's no wonder this country is so messed up.

If you want to hold a parade, you get a permit. If you simply want to protest, you do not. A parade expects the co-operation of the city and police to stop traffic, a protest does not.

The NYC website says "procession" requires a permit. You can protest in some park. I still think the purpose of the permit has to do with traffic/street closings.
