I'd like to suggest an alternate explanation - maybe merkel and other leaders are trying to prevent a modern version of kristallnacht, with competing gangs of citizens firebombing each other's houses? Doesn't mean that their respective secret services are asleep at the wheel.

Or are you one of those people who was secretly disappointed that y2k did not result in social breakdown?
