Yes, Missouri state and county police have unlimited budgets and unlimited personnel so they can step in a patrol a city of 21,000 with no problem and no noticeable drop off in service to the areas they are currently assigned to patrol or to the new area they must now patrol.

Then again, being from Detroit, your expectations for effective policing must be pretty low:
