I for one am glad he's running. He has no chance of winning, but the reckless, crazy SOB stands a good chance of bringing the GOP to its knees during the primaries. We should all be grateful for that.

Cruz is a right wing extremist, bordering right at the line, where if he went a little further, he would need to shave his head. He has as much a chance at running for President as Putin would have.

Cruz doesn't shout either. He doesn't need to. As any politician does, he may raise his voice for emphasis at times. There is nothing wrong with that. But I have never heard Ted Cruz try to "shout down" an opponent either. Only Leftist do that, because their arguments are empty rhetoric.
