I say, the best way to answer both of your concerns for "violation of the law" and "protection of civil rights" is quite simply to withdraw the "evil" police from that whole area and allow the wonderful folks who are so caring about "Black Lives Matter" to go in there and bring happiness and joy to the neighborhood. Then everyone will be happy.
As I recall, that actually happened in some areas of certain large cities back in the 70's & 80's. I often heard those areas referred to as war zones, and probably were not a pleasant place to live for regular hard working folks that had to live there. Some people need to be careful what they wish for.
176 civilians were killed by cops from Jan to Feb, not just shot at, but killed. The amount of civilians shot at is probably much higher. The dead account for almost 3 a day, and this trend continues every month all year every year. This by all measure counts as, all the time, yes.

Pull your head out of the sand. Complying with a police officer, will not necessarily keep you safe in their presence. They are trained killers, who are trained that every citizen is a threat to them. When they come up to you they already have their hand on their gun. You are their enemy. They are not your friend. If you believe otherwise, then your Darwin Award is closer then mine.
Hindsight: Would it have been better for the officer to have pat him down, ask where his driver's license was, and then ask the "suspect" to put his hands on the vehicle (or step away) as the officer retrieved the license?
Maybe he has PTSD from the prior shooting he was involved in.

Of course it's wrong, because it's not self serving. To a cop, every shooting is justified. Let's completely ignore the very feature in the article, a man, who was shot and killed even though he was surrendering and completely unarmed. i'm not the one in fantasyland.
