I'm sure they are violating the rules, but lighten up they weren't committing fraud or 'wasting' their money for God's sake. They were just happy to have a place to live and no one was harmed by it. They paid $300 for a room in someones home and that left them with $83 (not much iced tea money, huh?)

TANF is not intended as a rent subsidy (that's what Section 8 is for). TANF is for families with children, all of which are more than can safely and legally live in a single room.
The article says that the maximum benefits for a family of three are $429 per month. Obviously no one on that income could even step foot on a cruise ship.

State-issued aid cards have been used at hotels, shops, restaurants, ATMs and other places in 49 other states, the U.S. Virgin Islands and Guam, according to data obtained by The Times from the California Department of Social Services. Las Vegas drew $11.8 million of the cash benefits, far more than any other destination. The money was accessed from January 2007 through May 2010.
So families with underage children are allowed into casinos?
Anyone on public assistance has no business spending taxpayer dollars on prepared meals. Taxpayer dollars should be spent on groceries, and the meal should be prepared by the consumer, so that the taxpayer doesn't have to pay the labor cost and markup.
Of course they are allowed in Casinos to eat, they are just not allowed in the gaming areas. How do you prepare meals without a kitchen Einstein? There are a large number of poor people who have no cooking facilities at all.

What is it you don't understand about this- only a very SMALL number of TANF recipients get subsidized housing In 2011 it was 12%. What are the recipients without housing subsidies supposed to to about a place to live since you have decided it's fraud for them to share a single room?
The Bible does mention welfare - it specifically says that individuals and churches are to help those who are unable to provide for themselves.

That's amusing since there were no government welfare programs in biblical times I think thou has confused the noun welfare with the program, but that's ok- keep trying you are bound to be right eventually. In case you need some more verse with which to try to fight your way out of this maybe I can help:

The underlying rationale is this: it's not their money, thus, they are obligated to spend it as prudently as possible so as to minimize the burden on the people upon whom they depend for support.

Actually Kansas hasn't stopped poor people from spending anything. It has stopped those who recieve public assistance from spending it on items like cruise ships.
If you are poor and don't receive public assistance and can scrounge up the money to cruise the Carribbean, bon voyage.
