May have been receiving, the article points out that there is no way to keep track of this, but it does point out a big loophole that would be easy to correct with an amendment to the law.
Doubt it is a law. More likely a regulation in the Disability system. Simply needs an asterisk for PR.
So on one hand we keep being told that English is not the official language and we need to adapt to other languages.
And then on the other hand one can apply for SSDI based on them not knowing English.

Inability? How many Spanish speakers have the "inability" to learn English? If we're going to grant disability to Puerto Ricans based on that then why not the other Spanish speakers in this country who supposedly don't have the ability to learn English or how about other non-English speakers who speak a different foreign language in this country? This is ludicrous!

It's not just Puerto Rico Oldglory..it's part of US regulation as well.
And why blame them ? It's the USG that says being illiterate or not being able to speak English will get you free government money.

No. The regulation says that a lack of language is a factor in employability...which it is. As is illiteracy. But no it does not lead to a disability. Just one fact to be considered. You can lack English or be illiterate and still turned down for a disability.
You got it wrong,it is Puerto Rico making the the US pay for not speaking Spanish,the US annexed the Island to the US,Puerto Ricans are not supposed to speak English and stop falsifying history.
