I predicted this. Because of the super-high tax rates on legal pot in WA, the black market continues to operate. But now the black market represents a threat to government revenue, and now the drug war has intensified, not lessened.

Actually the tax levels are expected to drop as the next state over (Oregon) has much lower taxation on it, AND allows people to grow their own at home.
WA was among the first to legalize, and its a learning experience.
Has the state ever considered cutting the tax rate low enough to make illegal suppliers go broke? Then the tax rate can be raised, but not high enough to make smuggling profitable, to return the revenues to almost the previous level.

Exactly. We're halfassing the policy instead of making it TRULY legal.

No, it isn't the drug war intensifying, legal= no war. They are just having to adjust the tax rate downward, to reduce street sales. They will get the right formula soon. All will be fine. Cannabis can improve health & help people live longer, that's why it's #1 issue.

Perhaps in your dreams they are "having to adjust the tax rate downward," but in reality that has not happened. What do you say to this:
“If someone spends $100 in our store, $77 of it is going to some form of tax – that’s federal, state, sales, whatever,” said Tim Thompson, co-owner of a pot shop called Altitude in Prosser, Wash. “There’s a lot of people staying out of the recreational market because the black market is cheaper, and the reason is because of these taxes and lack of write-offs.”
Thompson said April 15 means “pain, a lot whole of pain.”
