Basically everything that he advocates for has no quantifiable return on investment.
He's a big supporter of affordable housing subsidies, addressing homelessness and providing mental health services. Thats all fine and dandy and willy nilly and all...but those issues in NYC are extremely costly and bureaucratic and he's doing it to the detriment of the Police department and the middle class of NYC.
His projected budget will without a doubt fall several billions short in the costs.

Getting people off the street and not panhandling gives a return on investment. Universal pre-k means poor people can go out and work as childcare is often a reason people--mainly mothers only work part time or not at all. More poor people working means less welfare and more economic activity. The cost of not doing anything cost more.

Gullianni did this not Blasio.

for how many? Most wont work knowing they can still get free money by being on the public tit.
De Blasio's objectives include universal prekindergarten, a $15 minimum wage, paid family leave, easier access to unionization, and a path to citizenship for illegal immigrants.
Oh now that's just HORRIBLE! An educated, fairly paid, pro family, pro worker plan! HOW HORRIBLE! UGH! The ONLY thing I am against is the illegal immigrant crap.
Screw that! You want an even playing field? Everyone should be self employed. The word employee is stripped from the dictionary.
Talk about pulling your weight and being held accountable. The cream would surly rise to the top.
If you don't pull your weight somehow, someway, you are a burden on society, no matter how messed up your life may be or your capabilities being handicapped. If you want to live it is up to you and your family and friends. Not I, or my family.
The plan included other objectives, like improving the nation's financial sector by ending the "too big to fail" designation for large banks, restructuring CEO pay, expanding public transportation, and opening Medicare to all Americans.
Oh my some more HORRIBLE things!
All of the above is code words for more regulation, redistribution of wealth and more freebies.

It's not redistribution of wealth. The true redistribution of wealth is the destruction of the
middle class which has been taking place in this country for decades now. The wealth
has not been distributed to the poor !! It's been distributed upward to the richest fat cats.
This is a statistical fact. The biggest welfare is for big oil, big banking, big military,
big real estate, and big corporate farming. They all get government handouts far greater
than the poor. The true wealthy here and around the world laugh at useful tools who support them.
You think they want to create jobs ? HAHA !!! They couldn't care less about jobs for the masses.

Restructuring of CEO pay is more regulation and redistribution of wealth. Don't even try to cloak that any other way.
