It's sad when requiring a safe environment becomes an obstacle.
Now why didn't they include clinics and offices that perform colonoscopies and liposuction in their bill, after all this is about safe environments. They didn't because this isn't about women's health it's intended purpose is to close clinics.
One of the results of this would be no clinics west of San Antonio near the New Mexico border, one of the congressmen actually said those people could go to a clinic in New Mexico. If this is about women's health why would it be alright to go to a clinic with lower standards.

Sounds like a private business opportunity, now doesn't it. That is a big canvass of profits to be had.
Not having admittance priveledges can be unsafe. There have been problems in clinics that are not set up for easy emergency services access.

The statistics show that it is much, much safer for women who have abortions, than it is for women who go through with pregnancies. Pregnancy poses a range of health risks and even death.
So, if Texas is so concerned with women's safety, then....
