That's not how it works, even in the US. If I were to book a hunt with an outfitter I'd "assume" his operation was on the up and up. I'm required to obtain the proper licenses and know hunting rules for ME not for the outfitter. Hunting over bait didn't appear to be illegal.
The "bait" is not the issue and you are the only one who mentioned it.

I learned to "assume" very little. I do some research even if something/someone is "highly" recommended. I research doctors that I go to.

Luring an animal is not legal. Where does it say the dentist knew about any of this?

You are comparing a hunting guide to a doctor?

Palmer was convicted of a similar offence in the past - the illegal killing of a black bear in Wisconsin. Palmer just tries to hide behind plausible deniability but he's guilty as ****.

You tie a dead animal on top of your vehicle to use as bait to draw a lion wearing a tracker collar off its protected land and onto private property then try to claim you thought what you were doing is legal? Bull crap! He knew what he was doing and the other time when he pleated guilty to the same charge of hunting on protected land. That kind of thing gives all hunters a bad name. Trophy hunting sucks in my opinion, but if you're going to do, DO IT WITHIN THE LAW. That lion wasn't an ordinary lion, he had unusual markings around his neck and that ass breath wanted him for that. He should have gone to Texas where they have canned "trophy hunts" and shoot animals walking out of cages. Some sportsmanship!
