What happened (even though it never fully happened) was agreed upon by Bush and Cheney. Obama has screwed up many things but you can't blame him for living up to the Bush/Cheney agreement.
Most certainly you can blame Obama since he was at the helm at the time. There was nothing forcing him to uphold the stupid agreement for precipitous withdrawal that W Bush made.

Because it was decided, makes it so? Because we never let emotions get the best of us? Like when prisoners are shot or taken on a death march and those who make it live in conditions much worse than just about anyone on earth? Or when villages are taken, no raping or pillaging happens?

Yes, because it was decided it makes it so. The US is party to the convention and we agree to conduct our operations within its framework. When individual service men/women and units run afoul they are prosecuted.

I can't believe how stupid people are..... Not able to differentiate campaign promises from things that are possible to do. Hopefully you have those same expectations for all candidates, not just the colored ones with foreign sounding names.
