I believe Obama is a clueless buffoon but outside of war no one is going to stop Iran from developing a nuke if it wants to.

The way to top Obama in buffoonery would be to start a war.

It's relative. The Chinese government have done things in the past and could do things in the future that I would not describe as rational. Besides, there is still the 'instinct' of self-preservation - even the irrational governments on Earth are not that crazy.
