Iran is an Islamic state, religious freaking nuts, even the Chinese govrnment are rational people. Open your freaking eyes, geez
It's relative. The Chinese government have done things in the past and could do things in the future that I would not describe as rational. Besides, there is still the 'instinct' of self-preservation - even the irrational governments on Earth are not that crazy.
